      The following file has been written by order of the Galactic Assembly, as well as the 17 overseers in response to new sapient species 0038298-TN (Humanity) and new sapient species 0038296-AQ (Aquari). 

Of course its written by the order of the GA, who else would it be by?
      Following the orders of document 0000882 - NU, these species have met the requirements for integration into the Galactic Community. This has been carried out professionally, with no prejudice, as is the standard. However, there is an extenuating circumstance. Both of these races have originated on class Periculum deathworlds. They have heavily specialized biology to maintain a survival on these planets, and as such are incredibly dangerous. For this reason, these species are not to meet for a bare minimum of a millennium, both to prevent hostilities, and to prevent their alliance from causing an SK-Class Dominance Shift scenario.
